In recent days a huge summer time size North Pacific High has the winds of the Sea of Cortez very mild. But today a 
weather system passing to the north of the NPH has encouraged a bit of the high pressure to bud off into the northern Great Basin. This high pressure over Utah works with a small high pressure over Oklahoma to make a northerly pressure gradient over the Sea of Cortez towards a low pressure south of Cabo. The result is stronger northerly winds today.
